Only use white part of the
leeks and chop them in to 1 inch pieces.
Wash and peel the potatoes and slice them thinly.
Slice the onion, melt butter in heavy pan and add onion and leeks
gently until they become translucent.
Add Pepper and potatoes. Dissolve Oxo in the water and add to pan.
Bring to boil and cover and simmer for 40 minutes.
Blend soup in electric blender or push through a sieve.
Gently stir in Cream and serve with chives sprinkled on top.
